World Waternet supports the Surinaamse Waterleiding Maatschappij (SWM) in strengthening Suriname’s drinking water supply. The partnership focuses on improving the performance of the La Liberté water treatment plant and building SWM’s internal capacity in project management, asset management, and risk management. Since its commissioning, La Liberté has faced operational challenges, such as premature equipment failures and fluctuating water quality from the Suriname River. Together, experts from SWM and World Waternet assessed the entire treatment process, developed a roadmap for short-term and long-term improvements, and advised on cost-effective upgrades. At the same time, three capacity-building projects were launched: a delivery plan for drinking water security, the development of an asset management strategy, and risk management training. This collaboration strengthens SWM’s resilience against climate change, ensures more reliable drinking water production, and reduces operational costs. The joint approach combines technical expertise with organizational learning, ensuring sustainable improvements for Suriname’s water sector.

In June 2025,the project was extended for an additional 2 years. In the first phase, SWM is laying the groundwork for the future and working to attract external financing. World Waternet supports SWM in tapping into new investment networks to enable projects such as new water connections and the strengthening of ICT infrastructure for the 2025–2026 period.

Results

At La Liberté, short-term operational improvements have been identified to optimize water treatment and reduce equipment failures. Long-term goals include upgrading key treatment steps, replacing damaged membranes, and ensuring better handling of variable river water quality. 

Organizationally, SWM has developed project plans for drinking water delivery, asset management, and risk management. Progress includes a methodology for risk analysis adapted to Suriname’s standards, training for staff, and the first steps toward a strategic asset management plan. 

The delivery plan for 2025–2035 will strengthen water security, while risk management ensures preparedness for climate change impacts and operational crises. By 2025, SWM aims to finalize these plans, embed them in daily practice, and improve data collection for decision-making.
